Richard Morgan
Chairman With nearly three decades of experience in environmental permitting and regulatory compliance, R.W. Morgan is a retired U.S. Army Corps of Engineers biologist and technical team lead based in Savannah, Georgia. His career focused on evaluating complex development projects under federal and state environmental laws, including NEPA, the Clean Water Act, and Georgia’s Coastal Marshlands and Shore Protection Acts. Morgan played a key role in establishing Georgia’s wetland mitigation banking program and managing water supply reservoir projects. A U.S. Navy veteran, he holds a B.S. in Forestry Management from Auburn University.
